Attorney Sally S. Chan, Esq. founded West Themis Law, PC in 2009 after working in commercial litigation and federal criminal defense firms in the legal field and as trial counsel for over 20 years.

Sally S. Chan, Esq. has obtained over five years of recognition from SuperLawyers as recognized within the top 2% of lawyers for Rising Stars.
Sally S. Chan, Esq. has served and conducted trials before jury and the Court as lead trial counsel; and has negotiated and litigated cases involving settlement, verdicts, and disputes of up to 50 million, obtaining successful court and jury verdicts for clients in the areas of employment, tortious injuries (sexual harassment, emotional distress), business, and property.

Since joining West Themis Law, PC, Karen Tso, Esq. has managed teams of attorneys, serving as trial counsel in jury and court trials to obtain favorable verdicts and settlements for our clients for cases valued around $5,000,000 to $10,000,000.

Angela Hsiao, Esq

Of Counsel
Angela Hsiao serves as Of Counsel to the firm, advising clients on estate planning, asset protection, and long-term wealth preservation strategies. She works closely with individuals, families, and business owners to design comprehensive estate plans that protect assets, minimize potential disputes, and ensure smooth transitions of wealth and business interests across generations.
Angela’s practice focuses on a wide range of estate planning matters, including the preparation of living trusts, wills and testaments, powers of attorney, and advance health care directives. She also assists clients with business succession planning and specialized estate planning strategies for non-citizens and international families with assets or family members in multiple jurisdictions.
With more than fifteen years of legal experience, Angela is known for helping clients navigate complex estate planning issues with practical and thoughtful guidance. She takes a personalized approach to each client’s situation, ensuring that estate plans reflect both legal requirements and the unique needs of the families and businesses she serves.
Angela was admitted to the State Bar of California in 2009. She earned her Juris Doctor from Brooklyn Law School and has practiced law serving clients throughout Southern California. She is fluent in Mandarin Chinese and frequently assists Mandarin-speaking clients with estate planning and business succession matters.
